Sometimes a CV plunger and spring is used in a Mikuni when crossing from a CV and it won't work, we are just trying to make sure your not over looking a problem before changing jets and adjustments

should I try running a tank with my choke cable loose (not mounted with all the bends) and see what I get. If I get better mileage then I'll know it was the plunger not seating. Is there a way to tell if it's seated? Blow Air through a passage with it pulled open and closed?
With a warm engine and the **** pulled out all the way, it should stumble. With the **** all the way in it should settle into a smooth idle. The problem may be that you have done many things and may have to redo everything to get the normal idle back.

my idle is fine. With a warm bike and choke pulled bike stumbles. I'm trying to figure out why I'm only getting 23MPG. Maybe my choke isn't sealing off. My cable is lubed and smooth. And I have prolly 3/16 of play at choke now.

Beemervet is having you do some tests to see if the plunger is bypassing at idle.
You are using 7 more MPG than my 130" with the biggest S&S carb possible that is bored bigger set up on the rich side, you have either fuel coming past the plunger or math is wrong, using this much fuel isn't jetting. On a 80" black smoke IS going to be present using that much fuel during acceleration, you said it pops out the carb with a throttle whack setting still which indicates lean?
Unbind the cable, make sure the cable is fully seated at the inlet of the bend, tie the cable up free and recheck the mileage, have someone follow you and watch for black smoke somewhere in the run. We need to walk before we can run right now.

i had some time today so I took the choke **** off from its stock location and angled it back towards the left rear corner of bike. Like in the pics above. So now it's a very broad curve. I now have like 1/4 inch of play in the ****. Ima zip tie it in place for a tank and try it out. I don't know how to tell if the actual plunger is seated. I'm guessing if I just now have a very broad curve in cable and now have a 1/4 inch of slack that I should be good. Before when it was mounted to factory mount if i loosened the tension nut, pull choke out and let go the **** would bottom out. Now with bends out of cable if I pull out and let go the **** won't bottom out. So I'm thinking it's seated. We shall see.
