Upper Handlebar Clamp Torque Spec?

The key here is to snug all 4 bolts so the Gap is equal between the top cover and bottom mounts. Then in a cross pattern snug each a little more till tight. I would think some where in the 20lb range with a 3/8's drive rachet just like your rocker bolts. A little blue loctite wouldn't hurt either..

This is from a Harley riser kit, using stock top clamp. It’s what I followed for mine, but mine are BungKing steel risers.

Adjust handlebar to the desired position, verify that it is centered on the risers, then tighten the front socket head screws to 16–20 Nˇm (12–15 ft-lbs). There should be no gap at the front of the risers.6.

Tighten rear socket head screws (2) to 16–20 Nˇm (12–15 ft-lbs).

If your risers are in good shape you should be able to tighten them incrementally until the bars don't move anymore.
Try to get a similar torque on all the fasteners.
If something strips out or breaks, then it is because something wasn't in very good condition and you don't want that on your bike anyway.
No need for a torque wrench.
Tall handlebars (ape hangers) give the rider more mechanical advantage over the holding power of the risers so they will require more torque than lower style bars.

An old post that was never given a good answer.

The answer to the original post is:

The service manual says to use the general torque table when a torque is not listed for a specific component.

The OP had the right idea, but was looking at the wrong type bolt when he said 12 lb-ft.

The correct torque for a 5/16-18 socket head screw is 33 lb-ft.
