Your ignition has no way of knowing what gear you are in.

There were several Screaming Eagle ignitions. Some had switches to set things like what timing curve, etc., and some didn't. The one on my biked has no switches. It uses the VOES.

I`d make sure it didn`t have an inline fuel filter...

Those things cause more problems than they solve. Just make sure the fuel tank isn`t full of crap, and the fuel lines are not deteriorated.
All you need is the screen above the petcock.

Did you ever test your petcock to see how much fuel it can deliver to the carburetor. In roughly 5 Seconds you should be able to supply (with a free-flowing 3/8 fuel line), 8 oz of fuel easily...

No, I haven’t. But I will try that tomorrow and see what happens.

also, the vacuum petcock was swapped at some point for one without. So there is no vacuum, but it has a vacuum sealed gas cap on the tank. Will this cause issues? It seems to me that it would but idk
