The oil level on a dry sump system like these bikes have is not all that critical. The oil pump pulls oil out of the bottom of the tank and returns it to the top. As long as there is enough oil in the bottom of the tank to ensure that the pump isn't sucking air, you're fine.
As for the weeping at the base gaskets, that's normal for a stock Evo. The stock gaskets, now 25+ years old, are just paper and they deteriorate with time. When I bought my '90 Electra Glide a few years ago, I thought I got lucky and got a dry Evo motor. It only had 10k on it at the time. Now, with the mileage at 40k, it's weeping, but not as bad as my Sportster (30k miles or so on that one.)
f you're inclined, you can spend a Saturday and pull the top-end to re-gasket it, or just live with the weeping. Of course, if you decide to dig in, then the "may as well's" and "as long as I'm at it's" kick in, and you'll end up with new pistons, a new cam, ported heads and a new ignition module.
Either way it hurts nothing but it does cause a mess.
