In my experience relays either work or they don't so I would doubt its the relay, but just FYI its the small box zip tied under the side cover in your picture.
Id start with trying to crank it over while reading volts at the starter terminal. Cable could have corroded under the cover
If you do need a full starter I have a newer Spykes 1.7 starter that I took out for a huge Ultima 2.4 that I would sell cheap. The spykes worked great and would spin my old high compression 80" no problem. PM me if interested
