I pulled the plugs, it definitely has spark. And the plugs are definitely very fouled. Real dark black. I cleaned them and it started. Same crap that was going on in the fall plugs were fouling and I had the carb off 20 times, cleaned it and made sure everything was as it should be. Something is causing the plugs to foul. When they foul would that cause the bike to sputter and buck?

I don't know what else to do with it, I've had it off so many times. Adjusted everything, double checked float level/angle and made sure it was spotless.
My son's Ninja was acting up, we rebuilt the carbs a few times, finally gave up and bought a set off ebay. Cleaned them up and then the bike ran great. Sometimes it is a minute speck of dirt in the wrong place. A leaky seal, etc.... Crack?......

I think this may be something to consider. For 30 dollars or so I'll just buy a cable to replace the old one that I've probably been using way too much since I've bought the bike last summer.
