When you replaced the cover, a new bushing came into play.
The inside diameter of the bushing may be a bit larger than the old bushing.
This will increase the backlash between the gears, and cause a clatter.
You are correct about the bushing diameter being different because anytime a new nose cone is brought into a motor you need to ream it to the size of the cam. So if anything it lifted the cam a little higher but yes creating more backlash on the cam great but More importantly it's about the oiling to the cam..
Who knows maybe it's possible that it's too big it was never measured so nobody will know...

If you have to match the bushing to the cam how can we just swap cams without having to resize the bushing every time we change cams?

Can manufactures are pretty accurate with keeping their journal sizes consistent where aftermarket companies that make these covers I'm sure are not..
OP, put your old cover back on and see if that resolves it..
Just like rockers, tappet guides, replacement cylinders, rods etc., OEM cam covers are line reamed and honed on a jig at the factory - direct bolt-on, no sizing or modifications necessary. Drag Specialties premium covers are pre-reamed also. The el cheapo ones are not sized.
The timing cover in the video looks chrome to me. Is this a video of before you swapped out the covers?
Black foamette gasket on the bottom is aftermarket (mfg unknown) for a top breather. Fiber gasket is OEM for bottom breather.

it is shiny black,i had it powder coated shiny because it was a wrinkle finish originally
