As the title says... I RARELY ride after dark. Well, tonight I was out for a bit after sundown. When I went to ride home, my left signal bulb was lit and the right one wasn't, unless I turned on the right turn signal.
So in short:
Left side is lit, right side is not, with headlights on. Left turn signal functions normally.
Right side flashes when right turn signal is on, otherwise dark.

Taking a guess this is on the Fatboy.
Taking another guess you are referring to front turn signals.
From factory the front turn signals are an 1157 bulb.
The 1157 bulb has TWO filaments.
One filament is ON always when bike is ON.
The other filament is OFF unless blinkers are in use (used to flash only).
I would change both sides since bulbs often are sold in pairs at auto parts shops and the other bulb could go soon.

Thanks for the info. I just called the local Harley parts department, and their price is $12.00+ for a pair.
But instead, I'm going to go to Walmart, which is a few miles closer, and get a pair for $4.25.
New change of plans: I just ordered low-power LED 1157 replacements from Amazon and they're supposed to be here tomorrow. These are rated at 300% brighter than OEM. If I like them, I'll order another set for the rear.
I think they do make some leds bulbs with resistors built in?? but I usually have to install a resistor and alot of leds I find are too large to fit under the lens
