It looks like a decent buy to me. Low miles, mostly stock and priced right.
A nice bonus would be tires less than 5 years old, no leaks, and no gummed up carburetor circuits.
I owned the '90 FLHS from '94 to '98 and the motorcycle never gave me a problem for whatever that's worth. And $4,000 is dependent upon condition and does not sound unreasonable to me either.

That is my thoughts as well, cant get much cheaper than that for a running bike. Theres a 1990 for sale about 40 minutes away but it needs the carb cleaned and a rear tire, 2900 bucks and trailer it.
Check for oil seepage/leaks around the cylinder base gaskets.. Could indicate a pulled stud as known for that year but so is the 90.. Weaker cases as Johnjzjz noted.. However the 89 had the better L grind cam but I believe the 90 went to the splined output shaft in the trans..
