Starter Issues!!!

Hey peoples! I have a '94 Ultra with a slight issue.. It seems that when I push the starter button I just get a click.. Now I thought this may be due to a bad battery; replaced that, and use a charger to keep the battery up to snuff.. Using a tester the battery voltage; off charger; shows 12v. Still get the click.. If I rock the bike in gear then try, sometimes it pop's and starts.. There is no sound/noise/etc coming from the starter to show me that it's damaged or warn out; other than it not starting..

Let me know if you guys have any ideas for this issue!

Sounds like a bad solenoid or starter relay.
