Schooner, it's your bike so personalize any way you want. I think it will look great, if the buckle does not have too much curve to it. Many people before you have done stuff like this and it came out well with a little planning and ingenuity. Be sure to post before and after pictures and enjoy your ride.
I would use some 3M VHB tape. That's what the MoCo uses to attach things like the net organizer thingie inside the top of the tour pack. It's some killer stuff. My notes say:

I used a roll of it putting the body panels on the car I'm building. I understand that 18 wheeler trailers use it to hold the sides on, as well as motor homes. If you can't find any local, let me look in the shop as I think I still have a little left and I'll mail you a few inches of it.
As the Dr said 3m two sided tape. They used that same emblem in 86 & 87 on the gas tanks and tour pacs. I would be a little concerned with weight of a belt buckle. Also will it rust? With the vibrations the tour pac gets it could fall off. I have one off a wreck. It's a little scratched and not really nice enough to use. The gold on the Harley Davidson is worn off. HD or JP probably sells them new with the adhesive already on it.
