If the stepper motor isn't moving, how do ya test it to eliminate that as the problem, so I know if it is the engine temp. sensor?

If the IAC moves when you first start the bike it is probably good. They tend to either work, or they don't. You can try spraying some carb cleaner on it ti get some of the crud out of it. While you are there take the backing plate off of the induction module, and spray some cleaner in the two small holes in the inside, top of the throttle body. These air bleeds will also get clogged over time.

So what I'm hearing is that if the engine temp sensor isn't working, the IAC won't move. Or, if the IAC is bad it won't move. So if the IAC doesn't move, how do I know if it's a bad IAC or a bad engine temp sensor?
The engine temp sensor can be checked....it is checked by resistance. I don't remember exactly the resistance specs. but it is in the shop manual somewhere. If someone else doesn't chime in shortly....I'll dig out the manual and hunt the specs. down.
If the IAC doesn't move it is either bad, or gummed up. Spray some carb cleaner on it to try to get it working again.
Page 9-56 in the 1998 service manual gives a cart of resistance and voltage readings at different ambient temperatures for the ETS. When measuring resistance of the ETS you want to measure between the PK/Y wire and ground. The easiest way to do this is to slip a thin piece of wire down the ETS connector on the PK/Y wire and measure off of that. Just make sure it does not come in contact with anything metal.
