Question ... newly purchased bike leaks fuel all over engine if fuel **** valve is not set to stop.???
Is this standard operating procedure for this bike .???
Dont have original owners manual.
I would say not. Where exactly does it look like its coming from? Check first to make sure the throttle cables, mainly the one that opens the throttle, and make sure there's enough slack to allow the throttle to fully close. I'd imagine if it's too tight fuel would leak.
Try to see if you can find where it's coming out of.
Most likely your float is stuck or you got some crap holding the float needle open. Pull the carb, flip it up side down & pull the bowl off. Clean it out, check the needle seat for crud. Than do a google search for the spec's to your carb & find out how many millimeters the float should be from the base of the bowl body. adjust & re install your carb.

When the engine is off, the throttle position has no bearing on fuel other than opening and closing will cause the accelerator pump to give a shot of fuel. However if the throttle is stationary, no fuel will flow. Fuel flows into the engine because of the vacuum formed by the venturi. Check out your fuel line for crack, holes, or splits if the fuel is on top of the engine. Hope this helps.

If closing the petcock stops the leak, I would tend to think the problem would be from the petcock to the carb. I have seen petcocks leak, as well as the line from the petcock to the carb.
I wouldn't think it would be the crossover line if turning the valve off stops it.
