ive been looking around on the site and im interested in changing out my primary cover from the chrome 3 hole evo cover to a 5 hole 99-06 black primary cover that i seen on the harley website. Is there any change other than the fact of the derby cover being 5 holes instead of 3 and there not being a removable inspection cover on the newer style cover. the part number is below. I am not sure but I think the picture they show is wrong. They say it is a production cover painted on there equipment, and if you look at the chrome one for the same application, it has both covers. There is also a slight difference in the bolt pattern it looks like to me. Since it is for a 99 it should fit OK in my opinion, but I could be wrong. Maybe someone on here will chime in that knows for sure. My 99 Softail Custom has one just like the chrome one they have listed.
How are you planning to go from 3 bolts to 5? I ran into the same problem since most of the dealers didn't carry the cover I wanted in the 3 bolt version. I think the 3rd visit I finally found one that had it. One of them told me they hadn't sold one in 10 months so they quit stocking it. I've also seen one listed on CL that I would have picked up 3 months ago (was still listed this morning) except that it is 5 bolt.
Never mind, looks like you are trying to replace the entire primary cover. I had considered this also but never determined the feasability other than it appeared that it would probably work.

I can't tell from your link but I can tell you that a friend of mines '99 Road Glide outer primary cover has a different bolt pattern than my '95 Heritage.
That inspection cover is to adjust your primary chain through, two of the screws that hold it in place help to hold the promary cover on.....if you are happy to take the primary off to adjust the chain it might fit but get a gasket for your bike and compare it to the newer one and see if the holes line up....that will be the definitive test.
As Spanner says you have to remove the whole cover to adjust your primary chain. That is not an option I would like. There are black 3 hole covers on ebay but states 9th hole must be drilled on late models. Heck man clean it up and spray it with plasticote. Primary chain adjustment is regular maintenance.
