There is nothing unorthodox about Harleys oiling system! The engine is almost entirely ball or roller bearings and doesn't need much pressure. My favourite indy calls oil gauges 'worry gauges', because they cause more worry than they are worth. He would ban them on Harleys!
However in this case it does seem Pete may have a problem and should follow through until he is confident his oiling system is functioning fine. Then chuck the gauge in the bin and fit an oil light!

Its the same as any other near enough, more than 4psi and the light goes out. Most motors with a gauge run shell bearings, they need 20-40psi at idle and the consequences of pressure drop are almost instant.
A ball bearing motor just needs enough flow to get the bearings wet and enough pressure to get up to the rocker gear.

My comment is not entirely serious! I only pass on the observation that oil gauges on Harleys are a distraction and cause some owners a lot of anxiety. There are dozens of threads on HDF about them, with people like me explaining why Harleys don't show high oil pressures, for example once they are up to running temperature.
