Junk in the float valve (needle and seat). Also check to make sure the overflow tube isn't cracked. A long shot I know, but it happened to a vintage Jap bike I had. One of the carbs drained even after numerous rebuilds. Frustrated the heck out of me. Then someone that runs a bike graveyard said to check the tube. Sure enough, it was cracked from top to bottom. Good news was that it's brass, so it was easy to fix with a little solder.

So I took the fuel valve apart after we drained the gas tank and I am sure hoping I found the reason fuel was still getting to the carb even when it was turned off. The three hole gasket that goes in the petcock was pretty tore up and I do not think it was creating a seal. So a new one is on its way and we shall see if that does it. Carby still shouldn't leak even if the gas is still flowing so it would be a good idea to double check the needle seat and float height.

Ditto Spanners .,
1) rebuild the worn fuel tank valve you have described .
2) recheck the float to ensure it is actually installed upside down ???
3) rebuild the carb. with a rebuild kit that includes a new fuel inlet pintle valve or replacement seal for this valve and also a replacement throttle pump diaphram. Purchase a complete rebuild kit to ensure all of the above are included and not sold seperately. See CV carb. kits .
4) replace the overflow hose shown in your pic. as they will crack over time and leak onto your motor .

Well I put it all back together with a new gasket in the fuel valve and not one leak. I am still going to do the rebuild kit on the carb just so I know its all new, when it comes in the mail. Thanks again guys ride safe
