Mike, difficult one! If it is any help I have installed a 6 gallon touring tank on my Evo Glide and the front fixings are in the same location. I had to do a work around for the rear fixing, but otherwise in went on. Tank fits fine!
In the case of the FXRs they seem to have a flat rear tab, with two bolts going down into the frame (like touring bikes), whereas the FXDs seem to have a single bolt going through the frame sideways, similar to the front fixing. May need a bit of re-engineering to make one work. We need a volunteer......
