I had those flat ness turn signals on my bike. I changed to bigger bags and had to remove them. I bought a set of bullet blinkers from harley. Multifit kit. I'm in the process of installing them. I'm going to put them on the last bolt hole. I've been scratching my head trying to get them mounted. I've searched softail rear blinkers for pictures.

Thats what I'm thinking I might do. Im going to have to pull the fender/blinkers off to see how I am going to do it. I cant reach the blinker bolts through the fender hole unfortunately.
So just an update... I went down to the garage and pulled off the fender to get an idea of what I could do. The lights that the previous owner put on there are going to have to go. It looks like the clown drilled an extra hole in the fender strut for the light mount, so I am going to have to fill it with a chrome or stainless steel bolt. Oh well, worse things have happened. I can definitely get some small lights and mount them further back on the fender strut, using the same bolt hole that holds the plate frame on.
All the holes...
My planned layout of the QDs
The holes surrounding the rear QD.
It's important to note that I am probably going to have to make some sort of bushing (probably with a smaller nut and electrical tape) as that hole is much wider than the bolt, though the whole through the fender that it also goes through is the perfect size. I plan on picking up some lock nuts to use in place of the stupid massive nuts that came with the brackets, that also are tapped off center.
Went to home depot and bought some chrome allen head bolts to plug the holes. I also bought some nylon bushings, and nylon lock nuts. I plan to have it all back together tomorrow sans blinkers.
I am going to have to order some lower profile bullet blinkers and use the rear holes to mount them
I ordered some cheap mini-smoked LED blinkers off ebay. The bolts are 10mm, so I will need to drill out the nut on the license plate mount, and possibly the last fender screw hole as well. I SHOULD be able to fit the signals if I put them in that last hole just fine. We'll see. I feel less bad about drilling out the fender strut if need be, as it seems like the PO already added an extra hole.
I got the bags mounted up, not great pictures as there is still snow blocking me from pulling the bike all the way out.
Here are the QD mounts. I will be attempting to put the mini-bullet turn signals in those last holes for the plate frame:
Here's how I plugged the turn signal holes
And here is a pic with the bags on:
I'm definitely going to have to clean it all up, most of the crud should come off, but I was impatient and just wanted to get it together since it was 10 degrees out.
I mocked up my 17 dollar ebay turn signals. They fit perfectly, and look much better than the relocation brackets in my opinion. My buddy is coming by with a soldering iron this weekend to help me get them wired up (my soldering stuff is still at my parents house).
First I had to grind/cut the bolts off the plate frame so that I could use the supplied nuts with the turn signal. In the process, I trimmed the frame down so that it would look cleaner with the plate installed (the bracket will no longer be visible with the plate installed). I also POR15d over the bracket as some rust spots and peeling were starting to develop.
Here are back and side views
Here is how it clears it with the bags installed
Overall I'm happy with the bags and I look forward to actually testing them out once the weather gets nicer, but I see no reason why I should expect any issues.
