What exactly does the accelerator pump do on the cv carb.
I changed out the jets and needle lately and some how I
forgot to put the pump plunger back in.
The bike ran great and I got 44mpg on a couple of tanks.
I put the plunger back in and filled up this morning and got only
39 mpg. that's riding at 60mph.
I am thinking of pulling it back off if it is not needed.
What do you think?

Check out this site. I do not think you really want to pull the plunger back out, but some adjustment might be in order. Inoperative or improperly functioning accelerator pump can cause a wide variety of performance issues.
