Will adding a tuner, two-into-one exhaust, and dyno service to a 2011 Heritage make much difference in lower gear performance? Or, do I have to get a cam job as well? Thanks
It will help but a trans pulley change will make more difference. Don't know what is available for the '11 bikes; 30T?? Someone more familiar with late model final drives will chime in.
I just did a pulley swap on an 07 for a friend. A 30 tooth up front from Andrews and a 68 tooth sportster pulley with IDS for the rear. That said the 2011's are not geared as high as the 07's and 8's. If it were me, Id do like you say and put a tuner, air cleaner and full exhaust on it. That will allow you to address the issue you are concerned with and also allow you to cool things down by adding more fuel and getting rid of the catalytic converter. JMO...

Stock 96" motors in softails and dyna will make about 70HP/80TQ (YMMV), round numbers for talking purposes. A well tuned Stage I upgrade can bump those numbers up to about 80HP/90TQ, again, round numbers for talking purposes.
The gearing change to the lower gearing was made in the 2009 model year and the drop in ratios was about 3%. I don't know if a 30T or a 31T trans pulley is available for the 2011 models but making that change is a torque "multiplier". A Stage I upgrade and the lower geared final drive will make a very noticeable difference. You could try the Stage I and if that's not enough zip, make the trans pulley change; cheaper than cams.

If you use the right 2 into 1 and the bike is tuned by someone who knows what he is doing it will make a big difference, especially at lower rpms.
The newer bikes are geared so high that performance has suffered. A decent 5 speed TC88 with 3.150 final drive can easily keep up with a new TC96. The gearing in the newer bikes, especially in the higher gears, sucks. The EPA is happy, though. With rpms down at cruise speeds, both noise and tailpipe emissions are also down.
