Installed that spring on my 99 t/c ultra this past April. I was able to get the old one out, but after about 10 minutes of trying to get the new one in, I gave up and pulled the primary. Not that big of a deal to pull primary, and I was able to re-use the old gasket. When I removed gasket (carefully) I had a pan of water ready and let the gasket soak while changing the spring and adjusting the primary chain. Only trick I can think of that might help you get the new spring in without removing primary is to put the spring in the freezer over night. This might make it contract enough, but not sure.
Good luck.
