This is a long shot but when converting a '99 over to the upgraded cam plate, there is an oil passage that must be blocked to provide full oil pressure. There are two part numbers for the '99 cam plate; 25254-99 and 25254-00. Your OEM cam plate should have ended with the -00 suffix; however, stranger things have happened. If you have the OEM cam plate, check the number; if -00, I have wasted your time and mine. However, if -99, you need to block of an oil passage in the new cam plate. I agree with djl, you are loosing oil pressure. The oil pressure relief valve could be stuck in the relief position. Or the pump may have been damaged during the R&R.

Probably a more likely cause than the oil port suggestion in my previous. Pull the relief valve, polish it up a bit and reinstall. The bike has been sitting during the winter months, that valve could very well be stuck.
Good point about the pump as well, check the pump guts for damage; gerotors and wave washers and check for proper assembly. Check the pump to plate interface for surface damage as well; no o-ring.
It was a 2000 cam plate.Pulled everything apart(cam plate,cams,oil pump)...everything looks good. I didn't mention I have the SE billet cam plate.Relief valve is good. ****!!!! I'm ready to throw in the towel....anyone have a Yamaha for sale?

Did you check the cam plate PN? Just because you have a 2000 model doesn't mean you have a 2000 cam plate. How could you tell that the relief valve was good; did it fall out of the bore when the spring was removed? Did you check the oil pump internals and make sure they were intalled properly? It is pretty easy to get the gerotors mixed up.
Hook up a mechanical gauge the oil pressure port and check oil pressure there to see what you have. There is an explanation; you have overlooked something, just have to find out what it is. I would not go the STP route; find the problem first.
