Victory motors are air/oil cooled, built in USA (Wisconsin I think), and the bikes are assembled in Iowa. Their motors are not made my S&S. I got this from the owner of a Polaris dealership near my home about 3 years ago, so some of this may have changed. The one thing he said that I found interesting is that Polaris can do all R&D and manufacturing of their motors quicker, and for less money, than importing them. I hope that continues.
