I have a 96 super glide and when I'm riding and let off the throttle to change gears or just to coast it smokes . it doesn't smoke under throttle and I've been told it's the rings and told it's valves my question is how do I tell Wich one it is
Have you done a compression test? That would be the first step. If compression is good, I'd suspect valve stem seals. If compression is low, then, typically a leak down test is done to determine rings vs. valves. This test involves pressurizing the cylinder with air and measuring how fast it "leaks down". Listening will also help pinpoint where the cylinder is leaking. Air escaping at the carb would be intake valve, crankcase would indicate rings, and so on.
You asked how you would tell, and that's how. On the other hand, it's all rather academic, since once you pull the heads and jugs, you're going to most likely do rings and valves anyway.
From your description I'm thinking valve guides or seals.

Old school of thought, when decelerating the pistons are just going for the ride, creating a high vacuum in the cylinders, thus sucking oil past the valve guide seals and being burned. On acceleration the pistons are creating a load in the cylinders with the igniting of the fuel/air and some of the oil is passing the oil rings being burned. Yes, rings and valve guide seals when the engine has a top end done.

This , valve guides are tired. Have a cylinder leak down test done that will tell all you need to know and likes been said just do a full upper end on her at this point.
