The key words being "after you're caught." If someone is going to do this they have to do it before they are caught. It doesn't happen very often. Prosecutors hate to do it but sometimes they feel they have to to solve the case and get convictions on someone. There was one case in particular in my area where the public got really upset about the deal being made and the accomplice getting off scot free, but the prosecutor said it was necessary to get a conviction on the others at the time. This only works for someone if they immediately make the arrangements, before the investigators have evidence to connect that person to the crime. The longer they wait, the more potential opportunities the investigators have to solve the case without the testimony.
