the air cleaner is not stock its got a screaming eagle breather on it and I do not think it has a tuner and no codes come up when i checked
I understand that a stage 1 upsets the EPA tuning the factory is required to have, and a tuner box is almost a requirement for it to perform modified.
I could be off on that, but that's the process I went through with the stock to stage 1 on my 2010 FXWG.
I'm confident it's a relatively simple fix for you- it's a fuel mixture or electrical and not mechanical, which is $$.
