Why don't you make the dealership figure it out? Two sets of the wrong keys, that's what I'd do. If I went and bought a gasket for my 94 Bagger and they gave me the wrong gasket when I tried to fit it up, you damn sure bet I'd go right back to the dealership for a refund and the correct gasket.
Any locksmith can "feel" the resistance and fabricate your key lock in 2 minutes. Maybe even 1 minute. But, that expertise ain't cheap. Plan on $100 at least. Are you a "AAA" member?
I have only once with one of my Harley's ever had to get a new key made. Out of town so went to a dealership with a copy of my VIN, ordered the key and had it less than 2 weeks later. Worked like the originals. Dealer must be doing something wrong, entering/ordering wrong VIN is only thing I can think of.
That would make sense. First the troll states she got keys from the HD dealership, continues to say they don't work (twice), then confirms the dealership won't buy keys without proof of ownership. If I was the parts guy at that dealership I would use logic in this situation and get blank keys as well.
The dealer shouldnt provide keys without proof of ownership and a current photo ID with all matching info. That being current address. The registered owner is the only one that should be able to get the keys. Without it, you are out of luck.

To the OP, as long as you have good intent, it's a feisty bunch here. Most have seen a lot of BS on here and need to verify that you're legit. Don't let people on here scare you away. Anyone with good intentions is welcome here. My input: Tow the bike to the dealer and have them deal with it.
