I never had this issue with my Evo Softail, and that speedometer was vented (little punched notches in the perimeter of the metal instrument case). My '19 Heritage speedometer was "sealed" and would fog anytime the sun hit it. Apparently, moisture gets trapped inside during assembly and cannot escape. Putting two and two together I decided I had mothing to lose by venting the speedometer. I drilled holes around the perimeter to vent the speedometer, and NO MORE FOGGING.
As you can see, I drilled six 3/32 diameter holes as shown. I've posted this over in the '18 and up Softail forum, and I'm posting it here again. I promise nothing, but it did work for me.
