Yes, there were horizontal ones that were tapered and there were horizontal ones that used the little brown o-ring. 04 started with the o-ring, whereas 03 had tapered but both horizontal. Im sure there were other years using the horizontal as well.
You might be off a year or two there. I had an 03 Road King and an 04 Electra Glide and I'm 95% sure they were both horizontal & tapered.
