Default Triple Tree ID help - Softail Heritage?

So I'm working on my 79 FX and have the vision of a ratty style bobber in mind. Found a great deal on (what I was told) is a 93 Softail front end and freight train nacelle. Drove for a couple hrs. to pick it up and noticed the that the top triple tree was unlike something I've seen before. The steering stem ends with about an inch gap before entering the top tree and it's missing a bolt / nut / piece to connect the stem into the top tree. Picture below for reference.

Hoping someone can help me identify the tree so I can source the right part... plenty of googling and I'm coming up empty handed.

It resembles a Heritage or Deluxe tree based on the looks of the top bolt area and lower clamp bolt. But I can't be absolutely certain based just on this photo. The lower clamp is most likely slid down the fork tube is why the top stem bolt is below it.

Yes, 100%. Everything was finger tight and noted that the lower clamp slide down.

Based on some further research, it looks as though the top clamp is off a pan head. Based on the risers, bushings, etc. it's absolutely from the 60s. Everything seems to pull together once it's aligned and tightened nicely.

Now I just need to figure out what tool is needed to tighten the odd nut style. I'll post a clearer picture in short order.

odd nut? you mean that star nut? that's for doing the steering head bearings. a screwdriver and a tap hammer work great for that. it only takes a little tap in the direction that you want to go to tighten or loosen it for the fallaway spec.

Yeah, I'd go with Skratch's suggestion. For a one time deal, it's not worth chasing down the right tool. You could use big channel locks too.
