Well it's not required in Texas but I have been travelling all over the country without it. I guess I'm lucky that I have not been asked for it. It does seem kind of stupid to require it when all a cop has to do is run a tag check and compare that info to your DL and insurance info. I don't carry registration papers in my cars or truck either. Hopefully there is reciprocity with all the states.
Are you sure it's not required in Texas? Maybe you have just been lucky so far! (Actually, I just did a quick search, and it looks like you have to put a registration stickeron your windshield. That appears to the your registration....) When you think about it, it makes perfect sense to check the actual registration of the vehicle. What if the plate is stolen (because we know how hard it is to steal plates!) Plus if you get pulled over out of state, they don't usually have access to anything but information for their state (that might be different these days though), so the registration would be pretty critical to them in that situation.
Back to the topic, I would think under the seat would be a good location on a bike that doesn't have bags, and you don't want to put an external tube on your bike (although those ones that hide behind the license plates are out of sight).
I have always preferred to keep the reg/ins cards in my wallet for both of my bikes. just in case some scumbag gets sticky fingers, and decides to try to rob my bike he will have no paper work to go along with it......ie: gets pulled over>>>>no paper>>>>bike gets inpounded.....at least here in NJ.
My questions to the LEO's is will a copy of the registrationbe sufficient to carry in one's wallet with their license and insurance. As someone said before, the thought of some dirt bag stealing a bike and having all the papers in in possession, he could easily say he was the owner listed, just borrowing, or I just bought it.
i have the winshield bag and i have the registration, insurance and my hog membership in a food saver bag.
the ones were you can stick your food in and have it vacume suck ittight. it works great. youl ay it flat in the bag and postion it were you need to. then suck away. cut the edges off and you are good to go. its water proof, it doesnt take up any room

Yes it is NOT required in Texas. The sticker on the windshield is in lieu of replacing the tag yearly. There is also a registration paper as well as a title. No paperwork is required to be carried on a non-commercial vehicle except proof of required liability insurance.
I still think an LEO can get as much needed info from the tag, DL, and ins card as from the paper registration. Both DL and ins card have owner's name and address and the ins card also has the VIN.
Also for your information, LEOs nationwide can obtain, almost instantaneously, registration info from a tag check (28) on an out of state tag. Also, a stolen plate is immediately detectable upon running a license (tag) check.
For those who say they keep their registration in their wallet, can I get a wallet sized registration card rather than the large piece of paper I have now?
Doesn't seem to be a good idea to have to fold a full sized piece of paper down to fit my wallet and also risk it getting all ripped or accidently getting put through the wash.

I have mine in a ziplock that I either carry in my back pocket or in the fork bag.
I wouldn't worry about leaving the reg with the bike if it's stolen, Motor Veh Dept here states to leave it in vehicle at all times, plus I doubt the theif would pull over anyway, just dump your bike in he path of the police car and run.
