You asked how to avoid that incident? Using MSF looking ahead 2,4 &12 seconds the officer should have noticed the narrowing lanes, the SUV passing on the right and anticipated the possibility. By slowing or moving in closer to the other officers it might have been avoided. You can't ride as if others won't be stupid or careless. In addition to riding defensively the rider must take offensive action placing the bike in a safer position. Now he was somewhat trapped in the formation. But he was on the outside and did have the ability to slow down if necessary.
Easy for me to say looking at it after the fact. I'm happy he appears to not be injured too bad.
