That's all well and good if there isn't a snapped off easy out or twisted off allen bit in the middle of it that'll get the weld, the whole harder dissimilar metals thing gets real then. Harder & tool steel don't like Mr Mig spot welds, it'll pop right off soon as you put a little pressure on it. Ain't day goes by on the job I'm not trying trying to clean up a mess just like this from our floor mechanics buggering **** up just like it on the robot end tools, busted drill bits and extractors from monkeys who couldn't drill a straight hole with a drill press.
I may have worded my post poorly, but I surly wasn't disagreeing with you. Just saying I have had luck welding the washer if you can stay away from the broken extractor. Anyway, no doubt you have plenty of experience dealing with this stuff.

Being a former welder, I thought of a few ways to remove that screw but I had good 3 phase equipment and a good selection of electrodes and materials to use. That kind of work is hard for someone with consumer grade equipment, and without much experience.

I was unable to find a graded steel bolt to replace the defective fastener.
What I did find is an Uncoated Alloy Steel replacement.
I understand this type material to be strong but brittle, is this an acceptable replacement?

McMaster Carr is Home Depot times 10. I worked in industry and they were my go to for hard to find and fast ship. They were usually a little more expensive than other sources but when machines were down or employees were waiting the extra cost was worth the price.
I have purchased from them as an individual, I bought my heim joints from them and various other fasteners. I believe they will sell without an account being set up.
Check them out for hard to find anything.
