At a stoplight, I'll stay back unless I know 'em or have a reason to pull alongside. As someone posted earlier, I don't get bent out of shape if someone pulls alongside, unless they're doing something stupid that's going to have an impact. If they've pulled alongsideto shoot the shiit, then great. If they appear to be unaware of my presence and clueless, that'sa bit ofan annoyance, butno harm, no foul. And at bike meets,there is nochoice: riderssplit the lanes andpull alongsideconstantly.

I pull up next to them if they're left or right in the lane and nod or say hi. When it's time to go... I hesitate a sec to let them start off first and then I start off slower than they did. If they're in the middle of the lane, I stagger to one side a little behind.
I usually pull to one side or the other if a bike is behind me and give him/her the room to pull up. I've had bikes pull next to me, exchange pleasantries, enjoy each others rides and move on together when the light changes. No big deal.
