18" bars aren't really what I would call "Ape Hangers" on most bikes unless your short (like me).
I bought a bike with "Ape hangers: on it. My hands were above my eyes, I changed out the bars right away.
Bars like these are what I was referring to. I doubt most riders would consider this comfortable. I bet he has plent of leverage though.
And again I support his right to choose.

how tall were the "real" ape hangers when u bought the ride?

Never measured them.The previous owner was a lot taller than me andhis hands would have beenabout athis shoulders.
He also sat more upright than I do (he had longer legs and arms).
In Illinois it would be Legal for him but not for Me.

For many bikes and riders 18" barswill puttheir hands at about shoulder level and are probablylegal.

The point I'm was trying to make is that the position of the bars, geometry of the bike and the riderneed to be taken into account.
What I consider ape hangers are any barswhere the rider appears toHANG from them like an APE.

I'm thinking about a set of 16" apes for my scooter. I'll get a set of new controls and everything so I can swap back and forth often, just to change things up.
