1. No way would I pay someone else to buy or research a bike (or any other vehicle) for me. If it works for you, that's Ok I suppose but this process can be expensive enough without adding that kind of expense. IMO, it's just not needed.
2. No way would I pay more than MSRP for anything Harley sells. They make a nice profit at MSRP and I see no reason to pad their pockets any more than that. You may have to go a little farther to get the bike but there are plenty of dealers that don't gouge over MSRP and as others have already pointed out, there are those that will sell for less.

IMO, you need to confirm first and foremost what you're actually paying for the bike itself "before" you start talking about options and accessories. That way you know where you're starting from. Then talk about options and accessories. When it's all said and done, they add taxes based on the final price of the bike w/options and accessories and the tax / title fees will be whatever your state charges.
In my case, I paid MSRP for the bike itself. I got a standard discount on the options and accessories I wanted on the bike. I don't feel like I got an exceptional deal but I also don't feel like I got reamed up the backside either. I bought my bike from Goe Harley in Angleton, Tx. Of all the dealers I worked with, they got my business because they treated me with courtesy and respect. They never tried to BS their way through the deal by trying to feed me a load of cr** to talk me into buying something I didn't want. I'd recommend them to anyone and if my bike got totaled tomorrow, I'd be right back at Goe Harley for the replacement.

Personally I would look on Craigs list and buy near new you might be helping someone out and handle your own money. Even if this person is a family member I don't do business with people that dabble in something for a hobbie. Remember this is your hard earned money.
$500 over MSRP OTD does not seem realistic. No matter what TTL and maybe set up.
