The "Reasonable suspicion" derives from this dialog;
Good evening sir/ma'am, I'm Officer So-and-so from the Wherever Sheriff's department. Where are you heading this evening?...
I don't want the govt asking me where I'm going as a routine effort to fish for a violation that there has been no indication of occurring. Its that simple.

It's scary how some can say it's okay, and not see that once you give an inch, they can take a mile....all in the intrests of protecting you from yourself.

What I am saying is that is it okay if I kill someone while text messaging? For all the people that lost someone to a dd, would you feel better if the guy was eating a big mac when he killed your loved one?
Same result, should be the same punishment.
