Called Deltran yesterday. They said it sounds like a faulty unit. I can send it back an they will repair or replace it. But they charge $11.95 return shipping. So I basically have to pay $20 to have this one covered under warranty. Or I can buy a new one for $30. What a rip.

If the place you bought it won't exchange it thus you are stuck with it (the $20 postage is a barrier to sending it to Deltran), then I'd cut the wall plug off the end of the 110v cord and put on a generic replacement plug (watching to keep the same live, neutral and ground wire matches)... and plug er back in and see if it will work. (You did seem to describe earlier a prob that sounded like the plug might be internally bad.)
Check to see if you have any voltage at the clips or the plug?
I have several Battery Tender JR's, some of them light up when plugged in, and some have to be connected to the battery, model changes I guess. In many years, I have only had one go bad, and Motorcycle Warehouse replaced it with a more expensive unit! I ran OVER that one with a car recently, but after straightening the chassis and cover it still works great.
