I'm not entirely sure about your bike but my EVO Roadking has two oil drain plugs underneath it, One motor oil and the other tranny. Repost your question in the EVO Classic bikes section of this forum and you will get a definitive answer. Also, get a factory manual. All questions can be answered with it.
On the right hand side of your bike, just forward of your battery is your oil can. Thats where you fill it & the drain is in the bottom. Not under the bike unless your looking for your oil filter. It is located in the frame, forward of the rear tire & under the bike.
If the '89s are like the '91s and '92s, the transmission drain is under the right side of the bike at the bottom more or less straight down from the front of the seat. There is a chrome cover on the end of the tranny case right above it. The plug to remove to fill it is on top of the tranny case back from that chrome end cover. The oil tank and its filler and drain plugs are under the right sidecover, right in front of the right side saddlebag.
