Never heard of that. I had an 03 Standard and I'm 5'8". I did have a detach windshield always on for highway riding. Doesn't look like you do? Possible solution?
Wind can be fine tuned. I had an issue like yours. I have an 09 xbones with footboards. Just a slight adjustment to the angle of the footboards did the trick. It could be anything. Take a look and see if theres anything that can be moved if even a quarter inch. You'd be surprised the difference it could make. I only adjusted my boards about a quarter to a half inch and the problem just went away.

I remember going to the gyno w/ the OL back in the day and they had some killer stirrup type leg hangers on the table ,, chromed out and all! You could look into a nice used set of those? Buy an old used gyno table and mount them suckers straight to the frame. Those should keep your leg from flopping around and buy you a few extra years on a softail.

This is why all long distance/highway bikes have fairings. No way around it. I've never ridden a naked bike (no fairing) that didn't have some characteristic of letting the wind try to rip you apart. It's amazing what a little "flyscreen" will do to help with the upper body. The legs? not so much. Interesting enough, on my Deuce (similar riding postion to your standard) my legs are fine, but my shoulders get blown pretty hard.
