On the weekend you could take you bike to the local law enforcement a they would check and see if you were over the 90 db idling and 94 db at 2000 rpm.
Well my 2005 Electra Glide is 90db at idle and 96 db at 2000 rpm.
The bike has Vance & Hinses pipes.
The cop said that if I had my bike tuned it would probably drop to the 94 db or lower.
I bought the bike second hand, not sure of the history.
Some even said I need a Stage one.

Hey GAP...first of all welcome to the forum. You'll get used to the smart*ss replies soon enough as there is never a shortage. A stage one is typically a highflow air cleaner, bettter flowing exhaust and if fuel injected a fuel tuning device to adjust air/fuel mixture. Tuning the computer will avoid running lean which can be detrimental to the big twins and generates un-necessary heat. More air in needs more fuel needs better flowing exhaust. Now I have never heard of a poorly tuned bike running louder than a fine tuned bike. I might be wrong though.
I think a search might turn up more than a few ideas on temp baffles to get you thru the inspection. Won't be the first time it's been done. I have some for my hooker headers for when I'm around town, take them out for road trips, no biggie. P.S. the cop doesn't know js.
