Depends on YOU. Other than snow covered roads there is nothing to stop you from riding. That said I'm in MD and there are weeks at a time when it just ain't worth it to me. I have a car. There are no months I can't get out a bit. Also depends on the bike. Faired? Not faired? Huge difference.
Last winter sucked in most of the country apparently. Not a good riding winter. It is what it is. This year could be very mild. Who knows? Also, cold is relative. What's cold to people in south FL and MN is different.
If you truly want to ride year round (and I presume are considering relocating to do so) why limit yourself to the US? There are many places in the world that can afford you the luxury of year round riding...and take into consideration job prospects / cost of living etc... south of the border... literally!

As long as there's not snow I'll ride. But since the OP stated "over 40 degree" temps, I guess South Florida or the SouthWest is his only option. Even Jacksonville FL gets colder than that in the winter.

Hot Springs Village, Arkansas - Located in the Ouachita mountains with lots of great roads and very little traffic. Can be a litte cool in the winter and a few days can be too hot in the summer but over all, it's hard to beat for motorcycle riding.
