It's probably worth a grand but there's nothing "Ultra" about it. It's a softail with a windshield and soft bags. Much more closely resembles a Heritage.
Ultra is the Brand name Stro. It was a kit bike. Buy of the week. Better jump.
"...find a big jug of Elbow grease..and a neighbor kid..."
To get that project nice and clean it will require a lot of polishing a bunch of chrome hence the elbow grease..I can think back a long time ago when I was small we would hang out with my buddies Big Brother when he worked on Harleys..So when it came to polishing parts with Neverdull he had all kinds of free help..Plus we got to check out the Playboy calendar on the wall..
What others have said. I think it could be good project bike. The paintwork looks like it would clean up well and with some thought and our friend Ebay you can R&R anything.
Now about the S&S 113-- suggest you get into it a bit and see in what condition it was left in...Maybe a question to the owner about engine condition and why it was left in the backyard to rust....

As the story goes this bike has been through 4-5 "non-riding" owners. It was given to all but one who paid $500 for it. She has just been sitting under tarps forever. No one knew what they had, or cared , 113 S&S motor, ya baby. Almost wish I could pull the motor and put it in my dyna. But ya, tols the guy today I would take it. After reading what you guys said , and looking at ebay... the motor alone is worth $2000 as she sits. Prolly 3-4 if I refresh it. I need a bagger, just wish I could ride it as a rat, but she needs a restore from the frame up.
