The loudest pipes i've heard were Thunderheaders. Guess thats why they call it thunder. Loudest unmodified pipes anyway. I suppose pipes can be modified to be even louder.

Maybe its me, but I really don't think Thunderheaders are that loud...
Last year I got passed by some guy really hitting the gas. His bike was so loud it actually hurt my ears and I was on the bike with the Thunderheader!
Straight drag pipes are much louder.
Samson fishtails are also very loud....
As my grandfather used to say ' there's an **** for every seat'. For me, stock mufflers on my ultra. Loud annoys people and do-gooder-law makers, and cause us pain in the end as they pass laws for all of us.
That said, I'm all for freedom to buy and install whatever one wants. For me, just a nice, throaty, rumble of the stock Harley. I'm also old enough to not want any tickets, fines, attracting attention from the law etc. For the same reasons plus, I just like it, I generally drive the speed limit if left alone...5 to 8 over if pushed.
I'll put these pipes up against any pipes as far as loud.. My buddies busted my ***** so bad about it being quiet I called the local dealer and asked the kid in parts, Whats your loudest "Look at me pipe". He said Sampson Slashers.. I said I'll take them and no dont want the baffles either.. 93db at an idle... I know because the Cops got me while IDLING through town.. In traffic walking the bike.
I am not an ignorant loud pipe guy.. I knew when to be nice.. But these pipes were just bad.. There wasnt a car alarm they would'nt set off.. And notice the burnt blue pipes, that's an ECM flash.. LOL.. They would glow orange at night.

That bike hurt your ears when I got on it.. It was heard miles away I'm sure.. My same buddies that broke my ***** were now whining about it being too loud.. Well ya cant have it both ways.. Well, I do now with my 2-1.. Gotta hear my stereo.
I'm running Wild Pigs with 2 1/4 inch baffles on a stock 09 Ultra. Real deep tone and not so loud as to attract the cops but loud enough that they can be heard when coming up on a car on the interstate at 70mph! I think that loud pipes really do save lives!!!!!!!
