Had a similar problem with my 95 Ultra. After following every wire from the battery forward, I finally found the culprit. Remove your headlight and fairing ( probably can check without removing the fairing but it's easier removed). You will have a wiring harness coming along the right side of the frame by the tank and into the fairing. It will have 3 large red wires on it if I remember. The connector for that harness os to the left side of the fairing bracket as you look at the bike from front to back. The connector is large and flat. Clean the contact points and make sure it is making good solid contact there.

I was getting good voltage out of the stator, good voltage to teh circuit breaker under the seat but not good voltage to the fuse/circuit breaker bus under the fairing. After cleaning and re-installing, my problem went away. I'll bet yours might too.

Good luck

Steve

Mine is the same. usually a crappy connection to the gauge. I tested at my battery with a volt meter & it read awesome so I dont worry about it!

+1 on what hatcman said. Don't trust the gauge to be accurate, especially as they get older. Check it with a meter. Its normal for the gauge to jump with the turn signals. I only have a 32 apm system. Not sure what yours would be.

It best to use Dielectric Grease on connectors. You will neve have another problem with the connectors that you use it on.

I've learned alot of the time, its just a little hidden corrision under what looks to be clean medal on top. You gotta slow down and search a little closer.
Start off with where you store or park your bike. Do you ride in the rain alot ? etc.
