Irregular voltage readings

Irregular voltage readings
1990 Ultra; Highway cruising with just low beam headlight on, volt gauge reads about 13, turn on the radio and voltage drops to about 10, turn on the turn signals and volt gauge bounces off zero.
Turn off radio and turn signals and volt gauge returns to 13. The battery is relatively new with a full charge and checks out great with load tester. Checked out resistance for ground fault (ohm meter red to negative on battery and black to frame ground) with no problems at all. Unplugged regulator and checked stator for short and ohm meter needle didn't move, stayed on infinite.
I was leaning towards voltage regulator but something in the back of my head tells me stator.
Gawd I hope it's not the stator, summer is just getting underway lol.
Any suggestions or help would be appreciated.
