I have worn chaps last few years in the winter,but under 40 degrees legs still got cold.had the idea to line them like my leather jacket.So I went to Joanns fabric store,bought 1 yard of black quilted liner material,had the guy at leather shop sew it to the inside of my chaps.Rode yesterday at 42 degrees in trhe morning,I was as warm and comfortable at 42 degrees with chaps on,as I was at 77 degrees without them coming home.I really think when it falls below 40 to 35 degrees I will be glad I did this. some pics here.
What I've done in a pinch when its cold and I'm still a long way from home, is to stop and buy a newspaper, and stuff a section down each pantleg and my jacket sleeves and a section inside my jacket.
Newspaper has excellent insulation properties and can keep you warm.

I think this is a great idea. My chaps are a little snug in the leg though.
A pair of thinsulate quilted long underwear don't do chaps. I wear kevlar with the thinsulate quilted long underwear. Never have a problem in the winter.
