I have an inch lb wrench but do not use it for the derby cover. I use a stubby 1/4" drive ratchet and just get them snug with a small amount of blue loctite. Has worked on my bike for 8 yrs with no leaks and no stripped threads. Also allows multiple uses of the gasket.

i do use an inch/lb torque wrench on the derby cover, albeit a cheap harbor freight 1/4" drive. use anti seize on the bolts. has worked on my bikes for 4 years (i don't seem to keep one longer than that) with no leaks or stripped threads or torx heads. also allows multiple uses of the gasket.
