Sorry, I'm gonna have to call you on that one. Only riders under 18 in Wisconsin are required to wear a helmet.
I think what you mean is that Illinois (no helmet law) and Michigan (mandatory DOT helmet law) had the same number of motorcycle fatalities for a given year (not sure if it was last year or the year before).
Not really that valuable of info unless you know the number of registered motorcycles in each state, though.

That is interesting the two states with differing laws were similar in fatalities... what do you suppose the reasoning is behind the helmet laws? I am sure the helmet manufacturers love it, but do they have heavy lobbyists? I dont think the states gain any revenue outside of ticketing...

The huge piece of missing data is that they don't account for motorcycle miles driven after the helmet law was reinstated. I'm guessing that number went down a bunch, too.
So after reading this study, I don't understand how they support their conclusion that fatalities decreased with the use of helmets... And I wear a helmet every time I ride!
Their own numbers showed 5.0% to 4.4% fatalities. that seems pretty even to me. What am I missing here?
