Those of us that live in neighborhoods have to deal with jackwagons like this. As long as you have 1 or 2 neighbors that are cool with it and keep an eye on the place while you are gone, have a great time f'ing with this (sounds like)"Rick".
Sounds like harassment to me. I would probly show him how bad it could be and then continue on with how nice you have been . The other thimg you could do become very familiar with the by-laws and turn them on him. Good Luck
I got one of them whiny letters in the mail from a neighbor complaining about dogs in the neighborhood running loose. Mine wasn't the problem---they are in a kennel till they are with me. He sent one to everyone in the neighborhood. I phoned him up and told him not to send me anymore bitch mail. If he had a problem he needed to bring his *** on down here and discuss it like a man. Haven't had a problem with him since then. He doesn't make eye contact, send mail to me, or even get the slightest idea that we will have a conversation. I try to be friendly but that doesn't mean I am friendly. There are several billion people too many on this planet and we need more stuff that eats them.
I hope y'all can come to an understanding quickly, this happened to a friend of mine at a condo complex in Florida. He had been living there for about three months and had been butting heads with a similar guy and his guy quietly got himself elected as president of the HOA board and his first official act was to ban motorcycles from the property and had my friends bike towed for being in violation. He had to leave it off property while he fought it in court (about 18 months) and won because they have to grandfather him in since he was an existing owner when they passed the resolution. He used to be really considerate before but now he does not even try and parks it as close as he can to the complainers condo. The guy lost his position with the HOA because of all the money they lost paying all the lawyers. What a waste.
I've never lived in a place under an HOA and never will. I won't surrender my property rights to uptight tight ******* like Rick.

Back in '98 - '99 I lived in Cary, NC in a very nice apartment complex. We were on top floor (3rd floor) and had great neighbors across the hall.
Unfortunately he and his wife had some bad neighbors below them. They complained on several occassions about the neighbor's motorcycle coming in at like 8pm and said he should have to have it parked prior to 7pm so that people could sleep. Many other issues that made us want to give the dude some midol cause his p#*!y was clearly hurting.
My neighbor finally got fed up and devised a plan. The apartment decks had cracks between the flooring, just enough to barely see thru. Good neighbor knew the bad neighbor below was Hindu. So, every evening for about 2 weeks in a row we grilled steak at his place. You know how the steak package always has a bit of blood in it? Well, for some reason that blood and the steak grease from the grill kept leaking thru the deck flooring onto the deck below... For some reason the bad neighbor moved!
